The National Open University of Nigeria (NOUN), through its Directorate of Procurement, has conducted the financial bid opening for projects under the 2026 Tertiary Education Trust Fund (TETFund) Academic Staff Training and Development intervention.

The exercise took place on Wednesday, July 15, 2026, at the University Senate Building Conference Hall, Jabi, Abuja.

Speaking at the event, the Vice-Chancellor, Prof. Uduma O. Uduma, who was represented by the Deputy Vice-Chancellor (Innovation, Technology and Research), Prof. Christine I. Ofulue, reaffirmed the university's commitment to due process and transparency in public procurement.

She noted that NOUN has consistently adhered to procurement regulations in the execution of its projects and assured stakeholders that the financial bid opening would be conducted strictly in line with the provisions of the Public Procurement Act.

Representing the Director of Procurement, Mr. Olugbenga Ligali explained that the university had sought and obtained a 'No Objection'  from the Bureau of Public Procurement (BPP) to adopt the Selective (Restrictive) Tendering procurement method for the intervention.

He disclosed that following the technical evaluation stage, 15 contractors met the stipulated requirements and were recommended to the BPP for consideration.

The Bureau subsequently granted its ‘No Objection’  on June 30, 2026, authorising the university to invite the qualified contractors for the financial bid opening.

The projects covered under the exercise include the proposed supply of science laboratory and medical diagnostic equipment, thin-client and other information technology equipment, as well as computer systems for the university.

Ligali explained that only bids submitted by contractors who successfully passed the technical evaluation were opened.

He added that the financial bids would be evaluated in accordance with the BPP's guidelines, after which an evaluation report would be forwarded to the Bureau for review before the university seeks the necessary approvals for contract awards.

He expressed confidence that the process would remain transparent, fair and objective, in line with the Public Procurement Act and established procurement procedures.

Representatives of the university's Anti-Corruption and Transparency Unit (ACTU) and the SERVICOM Nodal Officer, Mrs. Foluke Adeniran, were present as independent observers to ensure compliance with due process throughout the exercise.
